(1) The committee may appoint employees as necessary for the smooth running of the committee's work. However, no person shall be appointed in any other manner except in accordance with the principles and methods approved by the Public Service Commission.

(2) It shall be legal for the Committee to accept the services of permanent officers of the Government of Nepal or any other foreign agency for a period of time and Such officers will remain under the administrative control of the committee while performing the work of the committee. However, due to the reason of such appointment, there will be no effect on the conditions of his former job.
